We have a good and reasonably priced long distance bus system here but you'll only get to see the main roads and places adjacent to them. Ruta 1 runs some distance away from the river coast so you wouldn't get to see the smaller beachside settlements here in Colonia and San Jose departmentos.

If you are using your trip to explore, then you'll get to see a lot more of the country if you have a car.

The advantage of flying into EZE (Buenos Aires) is in lower long haul air fares but the airport taxis there are run by bandits and getting to the Buquebus terminal by bus or remise/crossing the Rio de la Plata isn't exactly cheap.

The ROU is a fairly compact sort of country with good main roads... you can drive MVD to Colonia del Sacramento in 2 to 2.5 hours and to Punta is about 1.5 hours so its probably more convenient to rent a car on-line at Carrasco airport, travel east and west from there and return the car to the airport when you leave.

When we did our initial grand tour of the ROU I started at Carrasco, went east along the coast to Chui via the various coastal settlements, inland and northwards as far as Melo, across to Salto, southwards down the Rio Uruguay to Colonia del Sacramento and finally back to MVD. I only found my ideal location because we got a flat tyre and had to stay overnight at nearby Nueva Helvecia. We were finally "assimilated" by the superb restaurant at the Hotel Suizo... resistance was futile as the Borg used to say. :-)

Holly, you deffinetly have to rent a car. The coast is long and there are many small places apart from the obvious ones (Carmelo, Colonia, Montevido, Atlantida, Piriapolis, Punta del Este, etc..), that you would miss if you depend exclusively on the bus service. Not because they are not covered by bus services, but because you wouldn't ever buy a ticket for, say... "Balneario Kiyú", or "Jaureguiberry", or "Solis". However, those places can be perfect for you to live. So, rent a car, take your time, and explore. I would recomend you to use Montevideo as the base. It's just in the middle of the coastal area. Fly to MVD and rent a car. From here you can go East or West. Many, many places can be done in a day, within a 1-2 hour range. Carmelo will be the only clearly out of range. Maybe in that case, you can go to Colonia (2.5 or 3 hours), stay there for the night and then go to Carmelo the next day.
