I have found this great site which spells out everything that you need to know about retiring in Uruguay.
It has information about medical, entry and exit requirements, crime etc.
I think that if anyone is thinking of moving there they should check out this website.
It even spells out information about crime in Montevideo and what is happening there.

They should also come visit and decide how useful the information is. At least they no long recommend against walking on the Rambla (where I have lived for 1-1/2+ years and often walked without incident at all hours of the day and night).
I've never see a car "attacked" at a stop light anywhere in the city, or anyone worry about driving with their windows down only an inch.
Even the guys that want to wash your windows ASK first.
