Thank author of this post/commentYou should discuss it with all the banks. However, I think you'll find the main difficulty to be with respect to using non-Uruguayan based income to qualify.

Here is a link to the State Mortgage Bank and their page about Mortgages. Note the currency they issue loans in is "unidades indexadas" which are "indexed units". That means you have a fixed payment amount in UI's. How the exchange rate of Pesos (or Dollars) to UI's will vary.
