Uruguay has a pretty stable government, I would say. Still, I am not sue of the level of corruption or anything really of what may be taking place in this very land.

After a recent trip to Argentina I was amazed by how much local people admit and discuss that their government is complete corrupt. Apparently the Kirchners have increased their personal wealth by some 800% since first taking power in the country! Isn't that insane?

I know Uruguay isn't perfect, the bureaucracy is huge allowing so many pockets of opportunity for bribery and inefficiency, but I see a lot more inefficiency than I see corruption. I know higher up the ladder when it comes to big construction projects or granting importing permission etc there is a lot of friend/family connections and you have to know someone to get things done, but what to what degree is it laziness and inefficiency v's corruption?
