I live in the campo and although dogs are supposed to wear collars with the correct plastic lozenges to show that they have paid their dog licences and to confirm that are taking the appropriate worm pills to satisfy the Comision Zoonosis, its very rare to see a dog wearing a collar and even rarer to see the collar attached to a leash :-)
I inherited Chopper (one of my dogs) from a former landlady who left for a new life in MVD. Chopper is a medium large lurcher with a slim head and a very muscular neck so she can easily remove her collar. The Comision Zoonosis policeman who calls by with worm pills every 4 months doesn't seem to mind her lack of proper dress and after 5 years, I've never been asked to show the dog licence lozenge to anybody.
We avoid the local beaches in January and February as Lil (my other dog) is an expert in stealing other peoples' picnics but apart from that, dogs tend to roam free in these parts.
