I became a de facto self-employed person here on the day I bought my farm and I worried about whether or not I needed some sort of permit to do so while I was here on a tourist visa. Everybody I asked inc my lawyer seemed uncertain about the matter.

Broadly speaking, the majority of the employment regulations are split between various gov ministries and the BPS which handles social security contributions and payments.

In my case as a small farmer I had to pay BPS contributions once I had bought the farm but before I gained legal residency status. These payments earned me no benefits. Once I obtained legal residency I registered myself as self employed, paid about 50% more in BPS contributions but became eligible for benefits. Since then I have heard of cases where immigration have insisted on applicants for legal residency registering as self-employed and paying BPS BEFORE they achieved legal residency.

In the case of employed people, the employer is liable to pay the BPS contributions. I know of several people who were employed while they were here on tourist visas and whose employers paid BPS on their behalf. What I don't know is whether such employment was or is fully legal.
