For a quick update, I walked to Immigration (on Missiones 1513 in Ciudad Vieja) to request a date to present all my papers for residency. They gave me an appointment, as today, only for June 17th! They told me they were full for the appointments although the office today was empty...

You must first go to Immigration to request a date to present all your papers and do not wait too long.

Criminal history: When I presented my French passport (I am traveling with it in S. America) and my Canadian criminal history (was in Canada for the last 15 years), the officer told me that I need AS WELL a criminal report from my original country of France, although I left France 20 years ago.

I know not everyone may have 2 citizenship but I posted this information for advice.

Also, make a copy of all your document(s) including translation(s), the legalized document(s), etc.

Fortunately, I found a nice officer who was speaking English at the Immigration office! Good explanation and she gave me a check list of the documents requested for June 17th.

It is doubly strange as one of the first laws the FA government passed concerned the rehabilitation of offenders so any offences you may have been found guilty of more than 5 years ago are forgiven so long as you can show that you paid the fine or served the sentence.

A friend who recently had his appointment and presented his documents also got into a difficult spot with the criminal reports. After looking at his passport they saw he was a regular visitor to Costa Rica. So they required a report from Costa Rica! Oh uh! But the Costa Rican Embassy came to the rescue and was able to provide a report on the spot for free! Immigration accepted that document without any legalization.

Immigration also noticed he had recently made a short (1 week) trip to Paraguay and was going to ask for a criminal report there too but he was able to argue them out of it.

Depending on your nationality they made ask for a report from every place you ever lived.
