Requirments if I'm living in Haiti?

Will the conditions be different if I'm living in Haiti. What documents should I prepare? How long the process could take? Could I have the residence card before leaving Haiti?

There's no difference regarding to origin. You should get your official Police records before leaving Haiti, and have them legalized by the Uruguayan consulate. You may know better than me if there's a consulate in Haiti, or you have to do it in Santo Domingo. Having Peace force there, I asume there is a consulate, but who knows... The duration of the process depends on each case, but that is the less important cause you can stay anyway on a tourist permition with an occasional day trip to one of the borders to renew it.

I hope you find your way to Uruguay or other destination. We all know the suffering of your country.

Once immigration accepts your papers you are allow to stay here the duration it takes to process. In fact to leave (and come back) you need to get special permission which is easy but a couple hundred pesos.

The key is to have all your paperwork in order so you can get it filed.
