Though that blog post was published last month, I think the information is OLD.When I applied for residency 5+ years ago, I had to first write a letter explaining WHY I wanted to become a resident. Immigration then pondered it for about 10 days and in my case accepted my reason(s) and then allowed me to file the residency application. Now, I understand the process is simply to make an appointment to file the residency application and there is nothing subjective about the process. | "Residency not the same for everyone"
It is true that obtaining residency is simpler (and somewhat cheaper) if you are a retiree. Ex-pats still working are often well-advised to set up a local "company" ("unipersonal") into which a notary can attest you receive the minimum necessary monthly income. Often, working age ex-pats residency applications are being held up because it's not perceived as dependable income IF it is earned outside Uruguay (on-line businesses included). Later, once you have obtained your 'residencia definitiva' (Permanent residency) you can close your unipersonal business, typically paying a fine for non-payment of social security (BPS) of around U$150. This is an extra step in the process but it's what the interviewers at Immigrations are now looking for if you're NOT a retiree receiving a regular (and documented) pension or social security check every month. |
| "Accepting Change"
It is great to see that Immigration is accepting and going with change at such a rapid rate. Many other countries wouldn't even consider a person supporting them self with any kind of earned income.Is it unreasonable for them to require someone earning income, but not employed by a business here to participate in BPS (social security)? On the dark side of things, I'm not sure why someone would be encouraged to participate in something that could result in fines, even if only $150! On the very bright side of things, by actually participating as intended in BPS, one would receive not only the usual "social security" benefits, but also health care. For that reason alone, I would think all recent arrivals would seek out participation with BPS, required by immigration or not. |

Rural people who own 5ha or more of agricultural land have to pay BPS contributions by virtue of land ownership anyway. While unipersonalizing yourself adds about 40% to the basic BPS bill, it now includes free membership to your local health mutualista.I pay BPS as a unipersonalized (self-employed) farmer. My SO does not pay BPS but has to pay a subscription to the local health mutualista instead. With the recent rises in the mutualista's subscription rates, we now pay almost the same. My SO pays 15, 280 pesos a year in mutualista subs and I pay 15, 344 pesos a year to the BPS which includes mutualista membership. Its very good value in my view. If (as a prospective immigrant) you are forced to unipersonalize, the economical approach is to register yourself as some sort of agricultural person (farmer, peon, tractor driver etc.) Anything agricultural attracts much lower BPS rates than other non-agricultural occupations. I find it amusing that my electrician, plumber, dentist and car mechanic are all registered as tractor drivers with the BPS :-) Because of large differences in patentes (annual car taxes) between MVD and Colonia, Colonia Valdense has three vehicles registered here for every man, woman and child. Conversely, there must be at least 3 BPS registered tractor drivers for every tractor :-) |
