Cedula

Thank author of this post/commentI am coming to Uruguay in the middle of February to apply for temporary residency. I have been instructed to bring 4 passport photos with me as well for my cedula. However, I was under the impression that you did not get a national photo ID until after the 1 year period of being a temporary resident was up?

Can someone shed some light? Other places I have read say that you walk out of the immigration office the same day with your photo ID card.

Those photos are not for your Cedula but other parts of the process. The Cedula office takes their own phone and is not part of Immigration.

When I applied for residency in 2005, along with my now ex-wife, she was able to get a en tramite cedula (in process), but I was not. I never got an en tramite cedula and 22+ months after the process started got my legal resident cedula.

There is no "one year" period or any other defined period of "temporary residency". You apply to change your status from tourist to legal resident. During that process you are "en tramite" in process.

Most people can get a "en tramite" cedula after all their papers are turned in. The process can take from maybe 3 months to maybe 3 years or more. A year is probably a reasonable estimate, but don't be upset if you are well past a year and waiting.

Anyone that tells you "how long" it takes, is blowing smoke where the sun doesn't shine. It simply takes as long as it takes. Enjoy the process. Enjoy waiting in line. Enjoy redoing documents that you thought (and were told) were perfect. Enjoy learning how the system works.

Lots of places make the needed photos locally (in Montevideo) so don't sweat it.

Thanks, that was very helpful. I was under the impression that you were granted temporary residency as soon as you applied and didnt have to leave. So that is good.

Let me ask you another question. I want to do my physicals, health/dental, etc here. Are there forms that my doctors can fill out here beforehand?

Once you apply, you are no long a tourist. That means you can't leave.... until you pay immigration US$10 or $15 for a little paper which is "permission to leave and return". There is no limit on how long you can stay. There may be some "unwritten" limited on how long you can leave for.

Once you are a legal resident you can come and go as you wish. Though if you go for more than 3 years you can lose your legal resident status. Not sure if that is for 3 years, continuously, 3 years total time, or simply being outside the country on the 3 year anniversary of your cedula renewal.

The medical exam is done by a local clinic. Nothing to do ahead of time.

Ahead of time:

legalize copies of your birth certificate, marriage certificate, income certificate, and someone else can suggest the best route on background checks. I did mine at interpol, but it was easy then. Give them finger prints and US$18 and it was done. Now you have to mail the stuff back to the FBI (I think).
