Thank author of this post/commentIf you are in the ROU on a 90 day tourist visa you can buy property, bring dogs (subject to the vet. regs, ) and buy/insure/register a car.

As for starting/running a biz, you should be registered as self-employed (unipersonalized) and be paying BPS (national insurance contributions.) Until recently I thought that you had to be resident before you could register but I'm told that you can unipersonalize once your residency application has been lodged... it seems like immigration is making many non-retired applicants register now as part of the process.

New arrivals get a 90 day tourist visa on arrival and as the name suggests, it lasts for 90 days. You can renew it once for another 90 days at any immigration office for a modest fee. After that you'll need to leave the country and return when they'll give you a fresh 90 day visa. A day trip to Buenos Aires on the ferry from Colonia is hardly onerous :-)

Once you have lodged your residency application you no longer need the 90 day tourist visas. OTOH if you plan to leave the ROU during the period when your application is "en tramite, " you will need to buy a permit from immigration (not expensive) which allows you to leave and re-enter without having to restart the residency application.
