Many (most?) glaziers and window frame makers will give you a price for double glazing.
Here in Colonia DG is uncommon. I spent several days in 2007 truckin around looking at the few examples. Sad to say, most of the examples I saw showed signs of breaches in the seals resulting in condensation between the two sheets of glass. Whether this was because of poor workmanship or because of the large temperature differences/very strong sunshine I don't know.
In the end I opted for single glazed windows with external insulated roller shutters. They keep the heat in during cold nights and also keep the heat/sunshine out during the hot weather.
