I've had similar experiences in places similar to Colonia in the US and elsewhere. When expectations are not met you get disappointed first and then angry (usually when the bill arrives!). But it's good to keep things in perspective. The bill at this restaurant was $500 uruguayan pesos or roughly U$25. Not a huge loss. In short, becoming "livid" over U$25 is not really worth it.
