Setup business in Uruguay

Hi!

I'm currently living in Buenos Aires for undefined time. I am about to setup a company (IT consulting) here to work as a freelance for some clients in europe. I was about to register the company in Argentina, but now I think Uruguay would be a simpler and better option.

1. What does it cost to register SA?

2. How long does it take to have everything up and running?

3. How do I find an accountant to trust?

4. Where do I get started?

5. Do I need to be a resident?
